About the programme

Programme Idea

The core idea of the program is that, for the first time, recommendations will be developed to improve the efficiency of the use of natural, human, and managerial resources of enterprises in the mining industry and the agro-industrial sector of the Republic of Kazakhstan. As a result of the program’s implementation, draft National Standards for the adoption of ESG approaches and models at enterprises in the mining and agro-industrial sectors of Kazakhstan will be developed and proposed. Moreover, the programme will generate new knowledge and improved methodological approaches to assessing the current technological potential of the basic sectors of Kazakhstan’s economy, as well as introduce a new digital solution for evaluating a system of indicators that characterize the efficiency of resource utilization by enterprises.

Research Background

The main drivers for conducting this research stem from the need to fully implement the strategic initiatives of the Head of State outlined in the Address “The Economic Course of a Just Kazakhstan,” which emphasize the transition to carbon neutrality and the active development of a green economy. However, the objectives set out in the Address concerning sustainable development have not yet been fully realized. To successfully address these challenges, it is essential to develop new methodological approaches and research methods aimed at the structural and technological modernization of Kazakhstan’s economy.

Programme Goal

The goal of the programme is to develop a strategy for the structural and technological modernization of the basic sectors of the economy of the Republic of Kazakhstan, taking ESG approaches into account, based on a theoretical and methodological synthesis of international experience, analytical assessment, evaluation of the sustainable development potential of enterprises, and justification of forecast scenarios.

Scientific Novelty

The scientific novelty lies in the development of theoretical and methodological provisions for the structural and technological modernization of the national economy, which will, for the first time, incorporate principles of sustainable development and ESG approaches. The programme is also aimed at optimizing the use of natural, human, and managerial resources and ensuring their effective and rational integration into economic processes. In addition, the programme will produce recommendations to enhance the efficiency of resource utilization in mining and agro-industrial enterprises, draft National Standards for the implementation of ESG approaches in key economic sectors, and a draft Strategy for Structural and Technological Modernization of the Basic Sectors of Kazakhstan’s Economy up to 2030.

Expected Impact

The results of the program are expected to contribute to the generation of new knowledge, the development of conceptual foundations, and new methodological approaches and research methods for designing structural and technological modernization strategies for Kazakhstan’s economy.

    Identification of a system of ESG indicators characterizing the efficiency of the use of natural, human, and managerial resources of enterprises in key economic sectors.

    Development of a mathematical model for integrating ESG approaches into enterprise strategic planning systems based on simulation modeling methods.

    Second Stage

    Identification of priorities and trends in the structural and technological modernization of the basic sectors of Kazakhstan’s economy for the period 2013–2023.

    Development of conceptual provisions for analyzing strategic planning and corporate governance systems of mining enterprises in Kazakhstan, taking ESG indicators into account.

    Development of conceptual provisions for analyzing strategic planning and corporate governance systems of enterprises in the agro-industrial complex of Kazakhstan, considering ESG indicators.

    Development of forecast scenarios for integrating ESG approaches into the strategic planning and corporate governance systems of mining enterprises up to 2030.

    Third Stage

    Substantiation of recommendations to improve the efficiency of the use of natural, human, and managerial resources of enterprises in the mining and agro-industrial sectors of Kazakhstan.

    Development of draft National Standards for the implementation of ESG approaches and models at enterprises in the mining and agro-industrial sectors of Kazakhstan.

    Development of long-term and medium-term development plans for enterprises in the basic sectors of Kazakhstan’s economy, taking ESG indicators into account up to 2030.

    Development of a strategy for the structural and technological modernization of the basic sectors of Kazakhstan’s economy, incorporating ESG approaches up to 2030.

    Development of an automated digital platform for evaluating a system of indicators that characterize the efficiency of the use of various resources by enterprises in the basic sectors of Kazakhstan’s economy.
